What’s it all about?
The consultation which took place in Autumn 2022 gave all residents in the Civil Parish of Penzance access to the draft Penzance Neighbourhood Plan and a chance to give their feedback.
The consultation (called the “Regulation 14” or “Pre-submission” consultation) must take place for a minimum of six weeks and is a requirement of the process set out in legislation.
We also consulted with a prescribed list of other consultees such as Government Agencies (like the Environment Agency, Natural England, and Historic England), Cornwall Council and others likely to have an interest in the Plan. As the “qualifying body”, Penzance Council has overall responsibility for the Plan and consultation process.
A leaflet drop took place in October 2022 to inform residents and businesses about the consultation. Local organisations and community groups, and a statutory list of consultees were contacted directly about the consultation.
When did the consultation start and end?
The Regulation 14 Consultation period started on Monday 24th October 2022 and ended on Friday 30th December 2022.
All comments and feedback on the draft Plan needed to be received by Friday 30 December 2022 to be considered.

A series of community drop-in events were planned across the Parish, with members of the Community Link Group and Town Councillors present, to discuss the Plan and answer your questions.

How could you respond to the consultation?
Online
You could respond to the consultation by filling in our online form (the consultation officially opened on Monday 24th October 2022 and ran until Friday 30th December 2022).
The Regulation 14 Consultation has now closed and the results have been collated.
Drop-Off Points
From Monday 24th October 2022 hard copy comment forms were available to collect and submit comments in the ballot box at the following locations:
- The Centre, Newlyn
- The Kings Arms, Paul
- Costcutter, Heamoor
- St John’s Hall, Penzance
- Solomon Browne Memorial Hall, Mousehole
- Penzance Council Offices
The comment forms were available at the locations listed above or you could download the form in advance, fill it in, and take to your nearest drop-off point from Monday 24 October.
All comments had to be received by Friday 30th December 2022.

What happened after this consultation?
Community Link Group considered all comments
Following the consultation, the Community Link Group (CLG) considered the comments received and document responses and potential changes to the draft Plan – changes were made to the draft Plan as a result of this consultation.
Other changes were made as a result of a Strategic Environmental Assessment and Habitats Regulation Appropriate Assessment which were also carried out on the Plan. These assessments tested the Plan’s policies against a series of environmental and sustainability criteria and are a required part of the Plan making process. These assessments are available on Our Evidence Base page.
